This page works differently from the equivalent in any other market, because in the District there is nothing jurisdictional to sort out. The Department of Buildings permits every address. The Office of Tax and Revenue bills every address. The vacant and blighted classifications apply citywide, and so does the tenant law.
What differs between a burned house in one neighbourhood and another is physical and commercial: whether it is attached, what it is made of, how many units it holds, whether it sits in a historic district, and what a finished house on that block is worth. Those four things move a figure a great deal.
