The One Part of the City Where Clearing Is Ordinary
Across most of the District a demolition means exposing party walls carrying somebody else's floors, notifying adjacent owners and negotiating access. Upper northwest and much of Ward 4 is different: detached and semi-detached houses on their own lots, where a clearance is a straightforward job rather than a negotiation with strangers.
That opens a route that is effectively closed elsewhere in the city, which changes the arithmetic. Where a badly burned row house is worth restoring almost by default because clearing it is so difficult, a badly burned detached house here can genuinely be worth more as a cleared lot. Which Makes the Structural Question Genuinely Open
The housing here runs largely from the 1920s through the 1950s, on lots considerably larger than the row house belt. Assessments are correspondingly higher, which magnifies the classification effect: a property assessed at $1,000,000 carries roughly $8,500 a year at the Class 1A rate of $0.85 per $100 and roughly $50,000 at the Class 3 rate of $5.00. Elsewhere in the city the question is usually rhetorical: the masonry survived, so you restore. Here both answers are live, and that means the structural assessment does real work rather than confirming a foregone conclusion.
A licensed engineer's view on the framing, the roof structure and the foundation is therefore worth more in upper northwest than in the row house belt, because it decides between two routes rather than validating one. It is also the difference between a buyer pricing a known quantity and one discounting an unknown.
We publish no rebuild or clearance cost figures for this area. Lot sizes, setbacks and what the zoning supports vary considerably across upper northwest, and a general figure would mislead in both directions. What Does Not Change
Two District-wide rules apply here exactly as they do south of Rock Creek, and owners in this part of the city are the most likely to assume otherwise because the housing feels suburban.
The vacant classification applies. A detached house on a generous lot sitting empty after a fire is taxed at $5.00 per $100 of assessed value rather than $0.85, and at $10.00 if classed blighted. On the higher assessments common in this area that is a very large annual number.
And the tenant notice obligation applies to any property with a rental unit, including a basement apartment in a detached house, even where the property is exempt from the offer of sale.

Where it shares a structural wall with one neighbour, the party wall considerations apply on that side and not the other. That is a materially easier clearance than a mid-row house and a materially harder one than a fully detached property.
The Tax Bill Has Gone up Enormously.
Almost certainly a reclassification to Class 3 or Class 4. Contact the Department of Buildings, which owns the classification, and ask about the exemption grounds for repair, listing and probate.
